Open up the emulator from 'TeknoParrotUI.exe'.Select 'Initial D7 AA X' from the dropdown menu.Go to game settings.Locate the dump file 'InitialD7_GLW_RE_SBYD_dumped_.exe' it should be in the root of 'initiald7'.Un-tick 'General - Windowed' and tick EnableAmdFix if you have a AMD graphics card.

this Emulator will runs Initial D Arcade Stage 1 – 3 on your PC (I haven't proven it yet, but I'll test it after I got my PC fixed)
